Petroleum jobber's purchase their products directly from the refining companies (or in some cases from larger jobbers) and either sell them to retailers (e.g., gasoline stations), or sell them directly to the users of those products (e.g., home heating oil to homeowners, lubricating oils to industrial operations or repair shops, jet fuel to FBO's, etc.). In essence, the jobber acts as the "middleman" between the company that refines the petroleum products and those that either use them or market them at retail prices.

Some petroleum jobbers may receive or pick up their products directly from the oil refineries. Petroleum jobbers that are located in more rural areas will tend to have greater quantities of fuel stored at their bulk plants due to the fact that the closest terminals may be situated at greater distances from their base of operations. For these insureds, various types of petroleum products are delivered in bulk, either by their own transports or by common carrier to their facility where they are stored until being distributed to customers. Insured's that are situated more conveniently to petroleum terminals will often have less extensive bulk plant operations since drivers will typically pick up their fuels right at the rack and deliver them directly to customers.

Most petroleum terminals are operated by a "cardlock" system, which is similar to the setup of a self-service gas station. The insured maintains an "account" with the terminal, and at the time of pickup, a card is inserted into a machine that acknowledges the jobber's account, dispenses the desired amounts of fuels, and calculates the jobber's total bill for each shipment.

Eligible Petroleum Jobber Operations:
The following are types of operations associated with Petroleum Jobbers and are eligible to
be placed in AMC's program; this is not a complete list
.

  • Full Service and Self Service Gasoline Retail Outlets:
    • Engaged in the retail sale of motor fuels
    • Independent or franchised locations
    • Services may include sale of tires, batteries and auto accessories
  • Convenience Stores:
    • C-stores/Mini-markets with full service and self-service gasoline retail outlets:
      • Convenience stores may include independent or franchised locations
      • Full or self-service car washes operated in conjunction with convenience markets
      • Card lock operations
      • Leased gasoline pumps and tanks associated with gasoline stations
      • Truck stops owned and operated by oil jobbers
      • Incidental restaurants, minor fast food, coffee shops, donut shops and on premises video game room
      • Minor and limited automobile repair services
  • Aviation Fuel as long as all FAA procedures are followed and there is no direct fueling of aircrafts
  • Wet hosing as long as all coast guard regulations are followed
  • Direct fueling of locomotives as long as sales do not exceed 25% of total sales.
  • Tire shops excluding retread or Heavy vehicle work
Ineligible Exposures
The following primary, incidental or ancillary classes will not be included in this program:
  • Third Party Tank Installation
  • Refinery Operations
  • Oil, gas or water drilling
  • Wholesale or retail sale or distribution of aviation fuel for commercial airport flight line services
  • Risk involved only in fuel brokering
  • Handling of dangerous materials:
    • Transportation of hazardous waste
    • Transportation of any type of waste to a superfund site
    • Ownership, operation, rental or control of a site used to store, treat or dispose of hazardous waste
    • Ownership, operation, rental or control of a Superfund site
    • Ownership, operation, rental or control of any type commercial or hazardous chemical such as toxic or corrosive chemicals other than gasoline, LPG, kerosene, heating and diesels
    • Ownership, operation, control, manufacture or transportation of explosives
  • Private or Corporate aircraft exposures
  • Any risk that services heavy trucks (Excess of 20,000 GVW) other than their own
  • Any risk that has gambling on the premises other than lotto
